What they could have done was for universities to promise to house them in University accommodation and pay for private health for students which means they might not use NHS nor get into the private renting sector as such.
That may have a big effect on University budgets because overseas students pay larger fees than home students effectively meaning they don't have to reduce staff. What the Tories did with this has lead to job losses of support staff and department cuts. It's not a good idea.
