Keeping them under the umbrella of licensed lawyers means that (hopefully) they wouldn't allow them to work on a life/death cases w/o close supervision for fear of losing their own licenses.
advanced than paralegal (nurse) but not full-JD (doc). Can take their own cases, but would need to remain under the umbrella of a bar lawyer's practice. And don't limit it just to criminal. They can create other specializations as well (things that people need, like civil rights and family law).
I'm just lay person, but it made me think of the medical field. There are non-MDs that function mostly-independently and can prescribe (PA/NP/APRN etc). But they still have to be supervised under a doctor's practice. A model like that maybe could work for law, too. A degree more ...
