Should local buses be free (or very cheap)? I'm in two minds - I don't want to encourage bus riding for journeys that can be easily walked, especially if it congests the bus, but then a lot of buses are more than half-empty (e.g. in Newport) where free riding does little harm.

I may be hated at for this - I don't think NHS parking should be free, especially for hospitals near towns/cities. It is very difficult to ensure the parking is actually used for users of the hospital.

Heh, I was too busy going home from London, and my suitcase wouldn't have been allowed even though in theory I could have used my rail ticket from London Terminals to Newport Gwent to get there (indeed from City Thameslink, which would have saved me a Farringdon to Paddington fare).
