While drought plays a part in Russia there is a lot more. They have no acces to high yield seeds anymore, labor shortage, less mechanisation, less pesticide use. High cost of loans make investments impossible.

True that they use less pesticides now. in my experience beekeepers get paid to bring their hives to pollinate the fieldsnor orchards. But, I am not sure that also happens in Russia.
