As a viewer/reader, when I see a post about "art block", I see it less as an artist struggling to create/implement, and more as an artist that have a hard time making something that satisfy them. Meaning they want their work not only to exist, but to be good, thought out, etc. And that's ok.

I checked a few thing. I'd say no? My last try was a 64x64 10 color thing blown up to 512x512, and although edges were kept well, every color got changed. And I'm not talking about a highly detailed picture either. It's not very good.
Upscaling 8x (some people suggests that) help the edges, but the color are still manged. This was a 512x512png with the same 10-ish colors. There isn't a single pixel that's the *original* color. Aside from the pure white and pure black, all of them changed. diff (white is exactly the same as orig)
Ok that was a 64x64pixels with like, 10 colors flat and it was butchered by bsky. Wow. This is the difference with the original.

I'll say something incredibly generic but I feel it applies here, as well in *many* other places. The work that was put into older games was necessary. And newer production (games or other) still need that work. It might have evolved over time, but there's no cutting corners and having good results.
