Here is the problem with her assertion. I've compared county appraisals (Dallas County) and 90% of the time, the govt appraisal is *less* than actual value. However, TBF, wealthier areas are getting a larger discount.

If that is the allegation (primary *refinance* while under contract for another), then that is a problem.
For Fannie Mae loans, it's one yr from start of occupancy. Unless, there are extenuating circumstances, like moving because of change of job, health, etc. Proprietary loans depend on the lender rules.
Normal period is one year from start of occupancy. However, there might be extenuating circumstances, e.g., a new job in a different state. Typically, there will be a "letter of explanation" as part of the overall mortgage package.
When she bought the second home, the Loan Officer would have seen the first mortgage on the credit pull and asked what she would be doing with the first property. Under the right circumstances (typically known as the "life happens" rule), it's perfectly normal.
Under the right circumstances, it's perfectly legal to have multiple residences w/primary interest rates. E.g., You buy a home w/primary rates, company relocates you, then you can buy another home w/primary. Or, it's well-known to buy primary, wait a min year, buy another, rinse and repeat.

Rules are different with all types of loans: FHA, USDA, VA, Conventional, private bank. It is very common to buy a home w/primary rates, and then within the next 30 yrs, start renting out that house, and go buy a new home, with primary rates. (5)
After you’ve met the one-year occupancy, you can convert the first home to a rental/second home and buy the next one as your new primary (and do it again later). Fannie’s guide covers how to treat the conversion of a principal residence to investment property when you purchase the new primary. (4)
