That’s a different case and standing from what I’ve read. He probably cannot change the name of a department as it’s quite clear in legislation what the funding is for and what department Congress established
FWIW the admin accidentally found a loophole in the appropriations authorization of Congress that the courts are willing to accept in that they will maintain the minimum staff to accomplish the tasks set forth in the appropriations language (doesn’t matter that agencies can’t actually do the job)
