This is exactly right. There is no reason for Cook to sue. The letter has done nothing. In her lawsuit, tho, the court may assume the letter is valid, refuse to enjoin Trump, and find instead that she is out of the job pending the litigation. This is what has happened in other recent cases

My point is that there is nothing in evidence thus far to suggest that the DC Government is taking a “Vichy” approach. I was agreeing with you. Or at least, attempting to.
Given the strong pushback by the DCAG and the mayor, evidenced by the lawsuit and TRO request, I would expect that, on day 31, the mayor will no longer provide the services of MPD to Trump. And the Chief will follow the mayor’s orders.
