These are usually made by people taking rocks from dry walls and destroying natural habitats used by wildlife. They are knocked down so that people will reuse these stones, instead of further destroying the environment. The vandalism is not being committed by the people knocking them down.

I was in Chicago, 2020, as a Brit we're not used to open or concealed gun carry, we were staying out by Wrigley Field and using public transport into the centre. Mainly round the tourist attraction but felt absolutely safe. Loved the city.

I'm assuming this relates to the USA as gambling is legal in the UK and most of Europe, both online and in betting shops in high streets (UK at least) feeding back into the economy. Whilst heavily regulated it also makes it easier for addicts to feed their gambling habit.
