Have you lived in NYC in the last 5 years? The sight seeing choppers are a bigger business now. Central Park and The Battery have choppers above then 12 hours a day. The PD mostly hover in poor neighborhoods in the outer boroughs like mine. Not constant, but daily.
If you live in central Brooklyn, the NYPD choppers hover daily. Manhattan, you are getting more tourist chopper noise. Especially around Central Park and the Battery. The tourist choppers are a bigger deal in the last 5 years. Instagram made them a bigger business.
Most US police forces of certain size seem to have have helicopters. Even suburban counties in many places have one.
