Technically graffiti is already illegal, I think. They just never bothered with chalk because it's easy to remove.

Most places won't bother trying to enforce chalk, since it's non-toxic, washable, and not permanent. Depending on the locality, chalking is even specifically called out as NOT defacing for those reasons. I remember Casey Neistat had a running war with NYPD.

Some friends and I did some sidewalk chalking when we were 17/18. The 18-year-olds were arrested and almost got a contributing to the delinquency of a minor charge out of it.

Acrylic paint is cheap, readily available, rapidly dries, especially in hot conditions like sun, and becomes waterproof once dried.

When I was in college, we used to steal publicly-posted messages that annoyed or amused us. My specialty was University of Georgia novelty license plates (not the actual government plate; in Georgia you can put anything you want on the front).
