To codify means to make something a law. Therefore, you can't codify something that's already a part of the code (law). Roe v Wade wasn't a law, it was just a legal precedent.
While this linguistic nitpicking is interesting, it not being law is exactly what Allowed Roe to go away. If the government will not pass the equal rights amendment, then for the sake of womens' right to abortion, and also her medical privacy, we must codify Roe v. Wade.

This entire thread is a list of things for which you would never have enough votes to pass laws. They can only really be passed at the state level. And maybe if you can get enough states to agree, you could do an update to the constitution eventually. But that's unlikely. So state level is max.
