I get where you're coming from but you've joined the wrong argument, we're talking about e-bikes with motors going at 30mph.
One possible justification is the safety of the rider who may not be wearing a helmet. Car driver hitting a pothole at 30mph will be fine. Ebiker, maybe not so much?

This jumped out at me as probably the most barrel-scraping bit in the whole thing. Murder rate in Uganda was 8.5/100k. US was 6.8/100k. So US murder rate is about 20%-30% lower than Uganda's. But for perspective, the UK's is around 1/100k so not sure Cuomo has any bragging rights here.
