Maybe. At that point the cost/benefits analysis was uncertain. The George Floyd murder was so outrageous that I don't think many protestors were waiting for permission. And certainly it depended where you were since there was no coherent federal policy. Condolences to you on your brother's passing.

Lived in DC and surrounding areas all through the 70s and this is ridiculous. The scariest thing was the Stones concert July 4 1972 where people camped out for days ahead doing drugs (weed) and drinking, then threw firecrackers in the stands during the concert.
