Ratepayer boards are usually set up with rules like this one, for the U District.

The composition of the Board shall be representative of the entire geographic area of the University District BIA, as well as representative of all Ratepayer classifications and sizes as well as residential and commercial tenants. For both the interim and 8 permanent Boards, no more than 35% ofthe members shall represent the University of Washington, at least one member shall be a resident (owner or tenant), at least one other member shall be a commercial tenant, and at least 80% of all the members shall be Ratepayers. A Sara Nelson campaign email asserts that she is "pushing to get millions in unused housing funds off the shelf and into actual homes", which is news to me as a city hall reporter. Nelson has actually proposed borrowing against Office of Housing dollars to fill other budget holes.

Seattle needs proven fighters leading the City Council, especially with the Trump administration targeting cities like ours. We can't afford leaders learning on the job when our values and our people are under attack. I've spent four years taking on Seattle's toughest fights and winning. When powerful interests tried to block workforce housing, I forced it through anyway. When people were dying from fentanyl and the system kept failing them, I put real effective treatment at the center of our response. Now I'm pushing to get millions in unused housing funds off the shelf and into actual homes. In 2021, I gained 15 points between the Primary and the General. If we can do the same in 2025, we win this election.

"The Wallingford Community Council (WCC) was astonished to discover Amendment 34" "...the news has sent shockwaves through the neighborhood" See, this is why you always read @theurbanist.org www.theurbanist.org/2025/08/01/r...

What is the Comprehensive Plan and why should you care? The Comprehensive Plan is Seattle’s 20-year roadmap for growth, deciding where new housing, businesses, and transportation investments will go. Decisions made now will shape Wallingford and the city for decades to come. The Wallingford Community Council (WCC) was astonished to discover Amendment 34, which proposes a rezone of 79 acres in lower Wallingford to establish a new “Neighborhood Center.” This proposal was never presented during the WCC’s 2024-25 meetings regarding proposed rezones, and the news has sent shockwaves through the neighborhood. ⚠️ Wallingford Community Council (WCC) is urging residents to oppose or request the withdrawal of Amendment 34, which proposes yet more significant rezoning of 79 acres in lower Wallingford for a Gasworks Neighborhood Center. This “last-minute” proposal, which was not previously discussed with the community, would create a new “Neighborhood Center” in the area known as Gasworks.

The Wallingford Community Council is whipping up opposition to Alexis Mercedes Rinck's amendment restoring the Gas Works Park neighborhood center to the Seattle Comp Plan, calling it a "last minute" change that was "denied ten months of public engagement opportunities."

Wallingford Community Council - Flash Zoning Notice Dear Neighbors, We have two urgent zoning updates that require your attention regarding both Gasworks Park and Tangletown. #1 - Gas Works “Neighborhood Center” Proposal A last-minute amendment (Amendment 34) proposes a 79-acre / 27-block rezone in South Wallingford, starting just north of Gas Works Park from N. 34th to N. 38th Streets, and extending several blocks east and west of Wallingford Ave. The proposal would allow taller and denser buildings—up to 6–8 stories in the business core. This South Wallingford “Neighborhood Center” was not included in last year’s One Seattle Plan and first appeared on August 4, 2025 as part of Amendment 34. Both this location and the seven others added in Amendment 34 had previously been dropped from the Mayor’s plan. Unlike the 30 original Neighborhood Centers identified back in October 2024, residents of these eight new proposed centers—including South Wallingford/Gas Works—have been denied ten months of public engagement opportunities.

Next week the Seattle Council's transportation committee will discuss a resolution standing up the $1 million per year "District Project Fund." It's explicit in excluding Seattle's two citywide elected councilmembers from submitting potential transportation improvements using this special pot of $.

A. Identification of candidate projects. District-elected Councilmembers will strive to identify candidate project proposals or areas of concern by March 1 in order to receive project development staffing in the current year. Councilmembers may submit individual project proposals or concerns, or prioritized lists of project proposals via SDOT’s Council Liaison for preliminary assessment by SDOT. Councilmembers representing the City at-large are encouraged to work with District-elected Councilmembers to consider project proposals in the context of district priorities. SDOT will work directly with District-elected Councilmembers on the projects proposed for their represented districts. For 2025, SDOT will provide the Council with a list of known unfunded community requests by district, previously identified through programs such as the Neighborhood Street Fund, Your Voice, Your Choice, and Safe Routes to School. Councilmembers may submit project requests from this list or from other Councilmember-identified district priorities. SDOT will provide the Council with general guidance on anticipated project costs in a format similar to SDOT's Home Zone Toolkit. B. Project development. Project proposals identified by March 1 will be evaluated and a cost estimate will be prepared. SDOT will confer with District-elected Councilmembers to confirm district priorities for the submitted projects. For projects that respond to safety concerns and do not require significant project development, SDOT will strive to deliver such projects in the current year’s construction window and may coordinate with other SDOT programs for implementation.

IF THAT'S NOT ENOUGH... Sound Transit expects to receive $4 to $5 billion less in revenue than originally expected to over the life of its financial plan, which includes a decline in sales tax revenue. And the agency can't just pass a gas tax increase like the legislature.

Profile picture Ryan Packer (@typewriteralley.bsky.social) reply parent

There's also an extra $5 billion that Sound Transit says it needs to maintain existing service. This includes escalating labor and maintenance costs, but also costs related to new light rail vehicles. There's also some resilience expenditures here, including downtown crossover tracks.

The impact to Sound Transit's capital program is expected to be up to $20 billion in today's dollars, or $30 billion in year-of-expenditure dollars. This should provide additional context on CM Balducci's request to look at bedrock assumptions like the second downtown tunnel.

The second downtown tunnel will be built as part of Ballard Link, but is being funded jointly by the entire region as a way to increase capacity for the entire network. The existing tunnel currently has significant capacity constraints, especially during disruptions.

Being the only transit rider at a transit related press event continues to be incredibly demoralizing when I wish it was embarrassing for the transit agency involved.

At Kent Des Moines Station this morning for the big announcement on a Federal Way Link Extension opening date. Will it be before Thanksgiving?

Getting to light rail stations before they're actually open is always a learning experience. RapidRide A stops across the street from Kent Des Moines Station, but it's a ten minute walk thanks to Pac Highway. And then the signal across the highway didn't even change for me. Lots of parking though

In fact very few of the 20 miles referenced were from projects that started under the Harrell Administration. That includes all the Hot Bike Summer projects. www.theurbanist.org/2025/08/11/s...

Not mentioned today: E Marginal went out to bid under Harrell, but originated as a project with a study funded by Mike McGinn and reached full funding under Jenny Durkan.

SDOT held a walking tour of E Marginal Way this morning, as the city wraps up work on the $40M rebuild of the street that added bike facilities and freight upgrades. Deputy Mayor Farrell & SDOT Director Emery both touted the 20 miles of new bike facilities the city's built with Harrell as Mayor.

Within the next few years, King County Metro figures out how to avert a fiscal cliff, Sound Transit undergoes an agency-wide program reset, and Seattle renews its transit funding measure. I don't think it's an overstatement to say we're standing at a generational moment for transit in Puget Sound.

No, they mean the affordable housing project in Bainbridge would be like an elevated highway as an eyesore

A man who just testified against the 625 Winslow Way project, who says he's seen Bainbridge Island get more "crowded" since he moved there, compared looking at an affordable housing project next to the ferry terminal to the now-demolished Alaskan Way Viaduct on the Seattle Waterfront.

There's also some project opponents testifying tonight, including council candidates Sarah Blossom and Lara Lant asking for alternative sites to be considered. I can't help but notice no one is testifying in support of the 70-unit proposal, which was supposed to be a compromise.

Right now a gym owner is recounting their past struggles with housing insecurity, noting how the doors they used in the past are now "firmly closed." Earlier, testimony was read from employees at Bainbridge grocery stores describing how they were only able to find housing in Silverdale or Bremerton.

A week after the Bainbridge Island council voted to downsize a planned affordable housing project planned by LIHI near the state ferry terminal, supporters of the project have shown up in force to tonight's council meeting to push for retaining the full project. www.theurbanist.org/2025/08/22/b...
