It's not really about proving abuse, it's about mandated reporting. Clergy are not mandated to report it if they know or suspect abuse. Particularly if they learn about it during confession.
Some people (occupations) are mandated reporters. They HAVE to report when they know about abuse. Clergy are exempt. So if a man goes to confession and admits to actively raping children, the clergy member is not required to report it. Fucked up, but true.
