He actually has no choice but to put it to a vote. The vote is to change the state constitution. He has to do that. California was already playing fair by having bipartisan maps drawn. Texas was always cheating. Their maps before were gerrymander but now to do it, mid-decade is despicable.
Colorado, easily can get 1. But it will probably flip blue next election anyways. We could gerrymander and make another one though. Denver and Boulder are so heavy blue. Move some boulder to Boeberts old district and Denver to her new one. 3 more seats. Heavy gerrymandering to do it.

I believe in CA, they dont have a choice because it is in the state constitution. The vote is to amend the constitution. CA uses a bi-partisan committee to draw the districts. It is in the Constitution. So one side can't gerrymander. So play fair, others do not.

California has walked the walk on independent redistricting at the state level for 15 years. But we cannot unilaterally disarm while other states throw out the rules to gain power. With one vote, Californians can punch back and also demand nationwide independent redistricting.
