All 3 of our reps in New Mexico are Democrats (as are both senators, the governor, and a majority in the state house).
The large Democratic states currently considering it have laws preventing it (i.e., they have non-partisan redistricting boards) that they will need to work around/change. The large GOP states do not have that burden of being fair.

I agree in general, but in some states, the bulk of the population lives in one big city. If you don't run all the districts through that metropolitan area, you can divide the population evenly between districts (see New Mexico).
