That isn’t why they were left in place, and the court said so. They were left in place for six weeks or so to give the administration time to appeal. Because the tariffs are bad enough; jerking countries and consumers around again is worse.

To be fair I haven’t read the whole article. But I’m guessing it has something to do with the fact that soldiers who are regularly engaged with civilians and are taught the law by civilians are less likely to violate their civil liberties.
