In my experience all of the RTW orders have been due to pathetic management practices. Some people do take advantage and their productivity drops. Incompetent managers are unable to address the quantity/quality of work from low performers so they take the easy road and manage the location.

It can take years, but I don't believe it has to. Look at how quickly our grandparents were able to build military hardware in WW2. Because of what was at stake. I believe we are facing similar threats now and a similar mobilization is necessary.
So then why not maximize our revenue in order to finance a transistion? For example, we will need large amounts of fuel to extract and refine our crtical minerals. Why wouldnt we want to use Canadian fuel to do that? Why not use crude revenue to finance that project?
