I believe a nuclear "umbrella" is useless. I do not see any scenario where, for example, the French would use nuclear weapons to defend Ottawa knowing that the retaliation would result in Paris being melted.

In my experience all of the RTW orders have been due to pathetic management practices. Some people do take advantage and their productivity drops. Incompetent managers are unable to address the quantity/quality of work from low performers so they take the easy road and manage the location.
