As I understand it the people were not Hyundai employees (or few were) but contractor company people. I'm guessing they were working on visas that didn't allow them to work. Companies do this to save time & money in getting the needed people on the job.

IANAL but reading the law none of this seems legal. The feds have authority for emergency use of dc police to provide services for federal purposes...not for DC policing purposes. There's no authority in the law to change DC's police dept, personnel & policies per a tyrant's whim.

BB & victim were standing talking next to her car @ 3AM Sun in ~the highest DC crime area (red box on crime map). BB seems a drunk loser trying to unsuccessfully talk an uninterested women into going home after bar closed & clueless about keeping her safe. A passing patrol car saved the day btw.
