TBH, Americans can learn to care for their cities better from examples like this and crack jokes of plastic making everything better. No. This was a noncompetitive action. It was a repurposing of congressionally allocated funds. The executive crossed a line when they transformed a competitive grant program into an equity purchase for a singlely selected firm. All American chip makers should have a fair shake and critical review.

The more risk, the more profit. The industry does not know how to shape their policies to the challenge. This said, states need to have policies that prevent them from being undermines by intangible damages.
Arguably, it was the internal departmental lawyers and ethics professionals who kept the identity of the American government as we once knew it. Trump fired those guys first thing. Now, it is a basketball game without referees and will become more violent as the rules keep being gamed.

The problem is an unannounced stupid quota (i.e. the most out of the country). The way I see their (ICE) behavior is like any goal orientated mandate where the staff choose the easiest path to get to the numbers, so they target law abiding folks. The criminals are more difficult to catch.
