I have an ebike in the UK. No assistance doesn't stop at 15.5 and yes the law is only about the speed a bike can do without peddling.

What you were told isn't true. 15.5 is the limit for a throttle on an e-bike. You can go as fast as you can get it, as long as you are pedalling with assistance rather than using a throttle. You can also get e-bikes that can go faster without pedalling, but they are classed as motorbikes.
The limit is on speed without pedaling. It's just a restriction for people who use throttles not just assistance. Mine has a thumb throttle that will do about 6mph which I use to get going and then start peddling.
I think there should be a speed limit in bike lanes or spaces shared with pedestrians. On the road they should have the same limit as cars as it's safer for the rider.
