We need to make so work permits are easier to get. Then the jobs in farming and construction can be filled w legal immigrants. They can then work toward permanent status. I was in a company 30 years ago where people would go to sleep in the back of the warehouse. NOTHING was done to them because the union would not allow them to be fired. The company got so tired of the union, they closed the warehouse. They opened a non-union one 10 miles away. Not the only example.
