That's not how it goes down at all. Democrats win an election on a platform then create bills to implement it. Somehow there is always a most "conservative" Democrat who won't vote for the legislation the people asked for. The bill gets so diluted that is doesn't really deliver on it's promise.

As a federal policy the calling in of the National Guard to DC to “police” the city is complete bullshit. A brief look at violent crime statistics on Wikipedia shows that there are 18 cities in the US that have higher violent crime rates than DC yet DC has been singled out for “emergency” action.
