2000km of undefined and disputed border between India and China doesn’t just go away. These border tensions, including a war fought in 1962, lie at the heart of their long term distrust of one another. Maybe friendship will blossom, but it looks like India is the needy party here.

The raw gas processing capacity (if it got built after Western companies pulled out) was for 42BCMa, which would be somewhere around the 38 you mention after shrinkage. 61 is probably a pipe dream. I don’t think China pays much for the gas either.

30 large refineries with a very rough replacement cost of say $200bn. Refineries are physically large, especially in Russia, with units widely separated. It is probably difficult to damage more than 10% of the capital stock. The major impact is going to be the disruption of supply of oil products

Looks like something significant is on fire and not just tanks. Tank fires look impressive but tanks are isolated and refineries have lots of them, so losing a few is not so problematic. Burning down a major processing unit might look less spectacular but causes long term harm.
