Giuliani stationed foot patrol cops on my street (near Police Plaza) overnights, even during snowstorms. It got to be a little ridiculous; they were burning wood in garbage bins to stay warm. The cops’ behavior towards _us was great, tho! This was before new official position that dissent = enemy.
