Haven't read other comments yet, I wanted to comment first to make sure I'm not influenced by others: it seems he has what's called a facial droop. It's not really just his forehead, his mouth also hangs open. When you have certain kinds of CVA you lose control of facial muscles unfortunately.

Thank you, I used to work with Children's Services although it's been decades at this point. I have seen these things done in a million different ways, it can be so inconsistent. Kids often have the fewest rights of anybody in this country.
