If I added a turbocharger, it'd make 350hp. But this wouldn't say anything about the engine's state of repair. It would in fact put way more stress on the engine, dramatically reducing its lifespan.
If I did an engine-out, opened it up, cleaned it until it shined, I bet I could get it back up to 230hp. It still wouldn't be the engine it was when it was new - but it'd be way closer! And it would probably last longer as a result.
My car made 240hp in 2000. But car engines get less powerful as they age. It makes 200hp today.
