Probably should've said 'not enterprise crew' as there's a few recurring characters as part of the crew. Mudd is still the only 'encounter of the week' character to appear twice.

For all the rough start, Duet is probably one of the stand-out episodes from DS9

The 'Why's? - mostly 'just because'... Though I'll second your thoughts on Garak and add his interplay with both Bashir and Dukat particularly elevate the character. So that's probably my 'Why', it's as much about how they interact with the characters around them as it is the characters themselves.

F1 makes a big deal of trying to keep a lid on cost and then insists pirelli churn out sets of the full wet tyre knowing full well they wont get used, even when it is wet. We've pretty much established now that 'too wet for inters' = 'to wet to race, end of' is the policy.
Might as well delete the 'full wet' too and just have the one wet-weather tyre/compound.
