A new Constitution is needed. For example, Article I, Section 8, Clause 11 empowers Congress to declare war. However, the President is the CinC of the military, and can initiate military action when needed. The Constitution is silent on how that need is to be determined.
Under that same Constitution, who gets to enforce those limits? Suppose that Congress actually comes close to convicting the president after he has been impeached. He can have them killed and simply pardon their killers. Perfectly constitutional, as can be seen from the J6 aftermath.
