They would still need to follow Fed law, and it would be a hard court fight. There might also have to be some buy-in from the IRS, or the argument that the current makeup of the IRS is insufficent to carry out their duties.
Can states act as a collection arm of the Federal government, and fund in-state IRS processing centers? Make that the collection point for the state, then withhold funds before turning them over to the Fed, in proportion to the lowest funding state. Pay for in state Fed services from that pool.
