This isn’t a manpower issue. Local PDs can’t prosecute homeless for what in the past was called vagrancy. SCOTUS overruled many local laws. It costs too much to imprison them, and the country lacks the resources/will to house them or provide mental health help. Trump just wants to Nazify cities.
