Security was guaranteed by the US and Russia in the 90s when Ukraine gave up their nuclear weapons. Russia violated that agreement when they went into Crimea in 2014, they violated it again in 2022, and the US and NATO have been afraid to enforce the agreement. And Putin knows this.

When are people going to realize that overstaying your visa is a civil NOT criminal offense. It is the same as a traffic ticket. And you could definitely argue that speeding is more dangerous to society than overstaying a visa.
